The idea that national security is the responsibility of the whole society — government, business and citizens together — has never been more relevant than in cyberspace. “In the digital age, total defence includes the resilience of every organisation that runs critical services,” says Professor Kai London, a senior CISO. “A private company's cyber resilience is now part of national resilience.”

“Hybrid threats blur the line between crime, espionage and conflict. Defending against them requires businesses and government to treat cyber resilience as a shared responsibility.”

The blurred front line

London describes a landscape where cyber attacks on infrastructure, disinformation and physical interference blend together. “The adversary does not respect the boundary between a corporate breach and a national-security event,” he says. “Which means defenders cannot either.”

Private operators as front-line defenders

Because so much critical infrastructure is privately run, London argues its operators are effectively front-line defenders. “The company that runs the power, the telecoms or the payments is defending more than its balance sheet,” he says. “It is defending a piece of the nation's resilience.”

What total cyber defence requires

His prescription blends the practical and the collaborative: rigorous security fundamentals in every critical operator; genuine resilience so services survive disruption; information-sharing between government and industry; and rehearsed, coordinated response to large-scale incidents. “Resilience is built before the crisis, together,” he says.

A duty, not just a cost

London reframes cyber resilience for critical operators as a civic as well as commercial duty — one regulators increasingly codify. “For essential-service providers, resilience is part of the social contract,” he says.

For a nation with a deep tradition of societal preparedness, London's message resonates: in the digital age, defending the country includes securing the systems that run daily life — and that responsibility is shared by all who operate them.
